It needs RAG for databasing certain info (character stats, inventories, NPC interaction history, etc) and a set of hard limits on world expansion (how many towns, kings, caves, etc) unless you really just want to let it loose and go on forever, but chances are things will get weird and the AI will lose track of things without limits.
